I made a comment on Gawker (yeah, I know), and it's in the gray. It's been recommended three times, but will it stay gray until the author of the OP or the commenter I'm replying to recommends it?
Nigel and I are both wondering. Also, dat hat.

Any author on Gawker can recommend it out of the greys, as can the person you are responding to if their comment is ungreyed (though, they may need to respond to you to bring it out).
(As with anything Kinja related, this is all based on my personal experiences and observations and can change, and possibly will change, just because I have stated my observation).

The author, or anyone else who is an author on Gawker (or whatever board or sub-board you're on).

I wonder if there is any thought given to a comment getting promoted based solely on the amount of recommendations it receives, even if none of the recommenders are authors.
